This breaks down to the difference in the starter. The 157 is more of a universal design due to the backspacing of the starter unit. Normal 86-95 302 and 351 units take a 157 tooth set up.

Yes, removing the bolt on counterweight will effectively make this flywheel a 0oz imbalance making it usable with any internally balanced engine kit.
Ideally, you'd want to take the flywheel to the machine shop along with the rotating assembly to have it all balanced together.
