Kyle, if the seal was bad, the gas would be coming out of the side of the tank where the filler tube enters it. A common issue with the 99-04 cars is the filler neck itself rusting out on the top of the tube causing fuel to leak out. This may be what you are experiencing. If you do end up having to replace the tube, replace this seal as well as it will likely be damaged when you remove the old filler neck from the tank.
