Normally a bouncing speedometer is a lack of lubrication on the speedo cable. You may check the gears and the cable you have currently and go from there to see what you need. Here is the list of all the speedo gears and accessories.

The reason this is specific for 90+ is because those came with a factory 8 tooth internal gear. The 89 came with a 7 tooth. If your 89 still retains the 7 tooth gear, than you will not need the yellow gear pictured. All you will need is part number LRS-17271C-K to correct it for 3.73 gears.
