This could possibly be the issue, but typically if this fails, the rest of the gauges will act up as well. Anytime I have had symptoms like this in the past, it always wound up being a bad gauge and I ended up having to find a good used tach.

when my car is at idle all the gauges work properly. but when i turn on the driving or headlights... the gauges start going wild... the temperature needle goes completely off the cluster as well as the battery needle. Is this a potential voltage regular issue?

This could definitely be causing those issues. I would also take the time and ensure all of your connections are clean and solid as that can also cause issues similar to this.
